This study addresses the inefficiencies in Barangay Kaongkod\\\'s manual record management and payment processes by developing an optimized Barangay Record Management System (BRMS) with GCash integration. The existing system is plagued by delays, inaccuracies, and the lack of a centralized platform for data and payment management, resulting in reduced operational efficiency and user satisfaction. To overcome these challenges, the proposed BRMS incorporates advanced features such as an interactive admin dashboard for real-time data tracking and visualization, a mobile application for enhanced accessibility, and a secure payment gateway through GCash to facilitate seamless financial transactions. The system was developed using the Agile methodology, enabling iterative enhancements based on feedback from stakeholders. Its effectiveness was evaluated against ISO/IEC 25010 standards, with a focus on functionality, reliability, usability, and security. Key functionalities include automated record management, real-time payment verification, and a user-friendly interface designed to enhance transparency and engagement for barangay officials and residents. Feedback from IT experts confirmed the system’s high reliability and efficiency, highlighting strengths such as improved data integrity and instant payment processing. Minor improvements were suggested, such as refining navigation features, but these did not detract from the system\\\'s overall performance. Ultimately, the BRMS with GCash integration significantly enhances administrative processes, ensures accurate data management, and streamlines payment workflows, offering a scalable and replicable solution for other barangays facing similar challenges.
